How would that work, given we don't have road charging in this country and such journeys are already subsidised 100% by taxpayers.
If you pay 0 then 25%/50%/100% of that would be 0.
The road users that pay vehicle excise duty, fuel duty, VAT on the vehicle and on the fuel and on the fuel excise duty? Is it those "subsidised" road users you mean?

ouch!Are Highways England offering "delay / repay" or the equivalent to those held up by more than 15/60/60/120 minutes from the journey planners?

Seems to have cleared this morning. Perhaps it was the fact that one lane remained open that the disruption didn't seem to cascade onto the regional road network. Thinking back to a time the Avonmouth bridge was completely closed by an accident at the start of the day, several counties slowly ground to a halt with a slowly evolving traffic snarl-up, queues on the A4 into Bath and I suspect the old mining town of Radstock seeing the ghost of the legendary Saturday queues around the pair of level crossings there.

The M5 Northbound over the Avonmouth Bridge is experiencing severe delays due to faulty bridge joint. Three of the four lanes northbound are closed. Tailbacks are currently stretching 14 miles back to J21 Weston-super-Mare. Traffic is slow moving as far back as J23 Dunball, Bridgwater. Traffic is taking over three hours to pass the affected area.
A temporary fix was made earlier today, but Highways England say a permanent fix is "quickly needed". The three lanes are likely to remain closed for the rest of the day.
The warm weather is affecting the speed at which the repairs can be made with materials taking longer to cure.
