Is this the first time the new signalling has played up so far?

It sounds as though that's what remains of the old signalling, on the single line that's left?....

I believe knackered old axle counters on the old single line section were replaced with track circuits, so there's new kit on the single line section as well.  Happy to be corrected there though?

One of willc's photos of the panel in AUW would suggest that it is indeed track circuited. See: http://www.flickr.com/photos/willc2009/5801017806/in/photostream

Its mostly the original axle counter kit still, new count heads were fitted at Charlbury and the section shortened back from Ascott.

Definitely a train detection issue or some sort but not sure which equipment specifically. Stuck at Charlbury for 70 minutes or so sitting on the 09.29 from Moreton-in-Marsh, waiting for the 08.22 to turn up from Oxford with a pilotman. Reached Oxford 70 minutes late, though somewhat to my surprise the train did run through towards London.
