Who's the bod at the end of the report (not named or credited as far as I noticed) saying that the Bristol area is a stronger candidate for new trains?

The TransWilts scheme is included in the current work going on for the Greater Bristol area, which includes these Bristol area issues; it's "+ stock" if you look at recent
FOI▸ and other releases - you could paraphrase it to say "oy - we need the extra carriages promised". Did you note the "13 carriages" mentioned in the report?
