In fairness, I'm not aware of any situation where 27 people (or indeed any people...?) have been taken to hospital because of the temperature on a UK^▸ train. The issue here is not one about trains without air conditioning, it's about trains that have non-functioning air conditioning and sealed windows. Sounds like an FGW^▸ 165 would have been a blessed relief for some of those passengers. It might get a bit hot and sweaty but I very much doubt the temperature on board one of those has ever got anywhere near 50C.
