He's right - the sight of trains hurtling from (hopefully) Euston to Birmingham at 250 mph then having to trundle behind the delayed 1602 Liverpool to Manchester calling at all stops will spark outrage sufficient to overcome objection.

Even if there's no 'stopper' or freight in front, 'Classic' HS2 (The next High Speed line(s)) trains will be restricted to 110mph, rather than 125mph, on non-HS2 tracks because they won't have any tilting ability. 

Hurtling from Acton to Solihull at 110mph?

No, that will be 225mph.  Which perfectly demonstrates the short sightedness of cancelling Phase 2a and selling off the land so from Lichfield (not Solihull) onwards it'll be 110mph.

There is more to just cancelling the Birmingham - Manchester phase of HS2 (The next High Speed line(s)) some of the re-signalling and traction power supply upgrades on the route North of Weaver Junction to over the boarder that is planned for CP7 and CP8 could reduced in scope.  DfT» (Department for Transport - about) are questioning the need for some of the connections to National Grid, these usually take up to 10 years in the planning and building not something that can be reintroduced at short notice.

There are other projects that hinged off of HS2 in the Midlands and NW that will have improved local rail services which now may never get done or will be 5 to 10 plus years away due to the need to redesign.

The suppliers / manufactures to UK (United Kingdom) Rail may well deploy their talent and resources to projects elsewhere in the World, there is a Global shortage of Engineers which is even more acute in the Rail sector

Interesting to see whether this could be subject to Judicial Review.  Could it at least be blocked pending a full trial.

If it is irrational for a reasonable government then it is potentially subject to judicial review.

According to the Institute for Government;

"A decision can be overturned on the ground of irrationality if it is so unreasonable that no reasonable person, acting reasonably, could have made it. This is a very high bar to get over, and it is rare for the courts to grant judicial review on this basis".

It seems virtually everyone, with a decent knowledge of the subject, think he is acting unreasonably to sell off the land with such apparent haste and lack of consultation.  A large project with cross party support should not IMHO ('in my humble opinion') be cancelled without some form of debate in parliament.

Still interested to hear your opinion of that aspect of the Phase 2a cancellation decision, TG.
