Latest six monthly report to Parliament detailed here: https://www.gov.uk/government/speeches/hs2-6-monthly-report-to-parliamentIt explains where the ?0.8bn cost pressures have arisen and where the money will be coming from if it's needed, which is out of the ?5.3bn contingency fund which is part of the overall Phase 1 funding envelope of ?44.6bn. There is a second contingency pot of ?4.3bn within that funding envelope which is held by government, so it will be interesting to see if that (or more than that) is eventually needed.

Having read that statement carefully (more than once) - it's not quite that bad! The HS2▸ contingency of 5.3bn is part of their target cost of 40.3bn, so they are saying 0.8bn of that has been allocated to specific costs or estimates. (Total spend has reached 27% of the forecast cost.) The DfT» contingency of 4.3bn brings that up to the funding envelope of 44.6bn. On the other hand (there had to be another hand, obviously), cost increases (including the cost implications of delays) are not included in any of those figures (except, presumably, if they are actual costs already incurred). I know modern construction uses a lot of machines and surprisingly few people, bet even so Covid is bound to add to the bills.

In other matters, it seems that rare bats have been detected (or at least sensed) in some of the trees that are to be felled to make way for HS2▸ . The HS2 response has been (and I paraphrase) "What - the same trees that the drum-beating environmentalists camped out in for weeks? They'll have frightened the bats away for sure, but could we see their environmental impact studies, the ones they made before they climbed the (insert favourite expletive) trees, please?"

The rather obvious difference being of course, is that when the environmentalists leave, the trees stay, unlike when the HS2 gang turn up with their chainsaws. Do keep beating your drum though
