are there any train companies in Europe that transport car plus passengers into Europe similar to the old Newton Abbott to Stirling motor rail service.

Just one from the UK▸ (United Kingdom) - a Folkestone to Calais service.  There are some services over longer distances in Mainland Europe too; when I last looked, they headed south from Dusseldorf to Austria and Italy, with further onward services as far as Turkey
