2F28 1719 Paignton to Exmouth seems to have gone through on the up line, albeit 26 minutes down, so temporary speed restriction in the affected area perhaps.
1A91 1549 Plymouth to London Paddington been sat at Newton currently 100+ minutes down, but in platform 2; whilst 2F29 1740 Paignton to Exmouth sits in platform 1 as well.
1A91 now been given the road.

Limited road transport is operating between Exeter St. David's and Plymouth.

That was the message given to pax on trains, but was news to staff at Exeter St David's!  IIRC (if I recall/remember/read correctly) one coach turned up at Exeter St David's having come up from Plymouth, but by the time it arrived, the line had reopened!  Stagecoach were accepting tickets on their Gold service from Paignton to Plymouth via Totnes.

Cancellations to services between Okehampton and Exeter St Davids

Due to a road vehicle blocking the railway between Exeter St Davids and Barnstaple the line towards Barnstaple is blocked. Disruption is expected until the end of the day.
Train services between Okehampton and Exeter St Davids will be cancelled.
Additional Information
Due to the A337 road being closed in both directions by the police we are unable to serve the intermediate stations between Exeter St Davids and Barnstaple/Okehampton.

Passengers at intermediaste stations please make your way to Okehampton or Barnstaple if you can.

Minibuses have been arranged to run a shuttle between Exeter St Davids and Barnstaple/Okehampton but are unable to call at the intermediate stations.

Apologies to customers, owing to forecasted severe coastal weather along Dawlish sea wall we are unable to stop a few of our trains at Dawlish Warren, Dawlish and Teignmouth. Most trains will continue to operate. Customers are advised to travel from these stations to either Exeter St Davids or Newton Abbot in order to change trains to complete their journeys.

Having already been cancelled between Gloucester and Bristol Temple Meads because of a signalling problem, 2C64 (0700 Gloucester to Plymouth) , (5-car IET (Intercity Express Train) 802018) was rendered unconscious on the Dawlish sea wall by an over-zealous wave! Down services, where possible, are now using the bi-directional Up line between Dawlish Warren and Teignmouth.

** Edit ** No trains from Totnes towards Plymouth between 0841 and 1159 as a result

I was watching this on Open Train Times and the Dawlish webcams. The rescue train, a 5 coach IET (Intercity Express Train) (1Z99), departed Teignmouth on the down line to meet up with the stricken 2C64 at Dawlish. Meanwhile a service train was running wrong line from Dawlish Warren towards the west, and the two passed each other between Dawlish and Teignmouth, one travelling up on the down line and the other travelling down on the up line!
