Due to a fault with the signalling system between Oxford and Worcester Foregate Street trains have to run at reduced speed on some lines.
Train services running through these stations may be cancelled or delayed by up to 35 minutes. Disruption is expected until the end of the day.

Not necessarily ... possible scenario ... someone has messed up the staff rotas and they're investigating who that someone was. But whoever it turns out to have been, the 19:13 departure from Reading will have to wait until around 19:30 so that the staff arriving at 18:59 from Great Malvern can take a required personal needs break.
