In fact the work was not completed in 1899, due to ... you know ... and it was still described as not yet completed in October 1900. GWR▸ (Great Western Railway) don't see to have made a big thing about it when they did finish; given the work being done on other new stations and new lines at the time, perhaps the work at Reading didn't exactly stop on a particular day.

Anyway, here's some figures from the press at the time for Reading station:
Trains serving - 300 daily
Slip coaches off - 12 daily
Uniform men - 200
Engines kept - 40
Levers at work - 500
