Think about it....rule out a buffet on an IET^▸ (Intercity Express Train) because another operator has a dink ban for just 25 minutes/30-odd miles of journeys taking hours/hundreds of miles?

I can't see TfL^» (Transport for London - about) ever operating an IET^▸ (Intercity Express Train)!

No but it would give consistency on Paddington Reading - the important part of the route.

I think Paddington to Reading may reasonably be described as "an important part of the route", but people outside the home counties might find it a little insulting to describe it as "the important part of the route".

My comment has been taken far to literally.
I was extending this comment from Broadgage:

One hopes that that the "no drinking of alcohol, or carrying open containers of alcohol" rule will be enforced with common sense and only on the TFL^▸ (Transport for London) services.

I foresee some risk of "mission creep" and trying to ban drinking on GWR^▸ (Great Western Railway) services or at GWR stations. Or trying to prohibit the carrying of sealed containers of drink as part of ones shopping.
