Yes - I don't see any connection with the Queen's Speech.
DfT» provide a link to "Network Rail's Enhancements Delivery Plan (EDP) for England and Wales", but when you land on
their publications and resources page don't select "Our Delivery Plan for 2019-2024" - that's about delivering their own responsibilities, excluding the RNEP. (It does lead to the Scottish, undivided, delivery plan though.) Further down the page is the
Enhancements Delivery Plan, with a list of projects currently being delivered. As the DfT report says,
NR» won't list them there until they have passed several decision gates: initiate-determine-develop-design-deliver.
At the moment the list doesn't have much in it - basically things started in
