The rail replacement bus that did not operate

Not knowing Handborough how far is the stop on the main road from the station?

Reading through it seems to me that whether the bus ran or not GWR^▸ (Great Western Railway) was at fault for marooning 30+ passengers at Hanborough without out onward transport for several reasons.

Not providing staff at Hanborough to direct passengers or putting up adequate signage to the RRBs^▸ (Rail Replacement Bus).
Not briefing TMs^▸ (Train Manager, or possibly Ticket Machine, depending on context) that the stop would be on the Main Road not the North Car Park. Also not briefing Customer Services and Twitter that this was the case
Not briefing the contractor to make sure that the driver checked that were actually no passengers waiting elsewhere.

In these days of instant communications it should have been possible for the TM to let either GWR control or the contractor directly, know how many passengers to expect. This should work both ways the contactor letting GWR how many passengers to board the train at Handborough especially if the RRB is delayed on route.

In my view allowing the appeal confirms that GWR were at fault.
