Were there problems with the 17:52 Paddington to Worcester Shrub Hill service yesterday?
Realtime trains says it only got as far as Ladbroke Grove and then suggests it headed back towards Paddington (1 late at Ladbroke Grove, 41 late at Portobello Junction, 44 late at Royal Oak Junction etc). Yes, exactly that - my sister was on it. Unspecified train fault of some sort...

Last Updated:22/01/2019 07:07 Curiously, Realtime Trains has this as This service was cancelled throughout due to a planning error (TA).

6.42 HFD» -PAD» cancelled today as noted above, train was in platform at HFD having arrived ecs from Stoke Gifford but other crew not there, perhaps someone might know if GW▸ have now reverted to taxis again to get crew to Hereford for ecs coming up from Bristol area. Is this related to the transfer of work to Stoke Gifford In the past this use of taxis caused problems and proved not to be reliable, certainly very poor road conditions out there early this morning

From Realtime Trains it looks as if it sat in Hereford's platform 3 for some time - TfW's 05:39 Cardiff - Manchester, the train that should be there after it has left, was 48 late by the time it left Hereford. And was cancelled Crewe - Manchester.
Perhaps the taxi is the "planning error".

16:22 London Paddington to Great Malvern due 19:24 will be terminated at Oxford. It will no longer call at Hanborough, Combe, Finstock, Charlbury, Ascott-under-Wychwood, Shipton, Kingham, Moreton-in-Marsh, Honeybourne, Evesham, Pershore, Worcester Shrub Hill, Worcester Foregate Street, Malvern Link and Great Malvern. It has been delayed at Didcot Parkway and is now 12 minutes late. This is due to heavy snow.
Last Updated:22/01/2019 18:11 Further details via @GWRHelp on Twitter: ...we were told it was a technical fault with the train and we were limited to 20mph. Someone is right and someone is wrong? and GWR▸ 's reply: Poor weather conditions was the route cause of the technical fault. And more from Twitter: They’ve just said it’s because the horn is frozen... seriously how much do these trains cost to make? confirmed by @GWRHelp ...there is a fault with the horn...

"Heavy snow" … well at Didcot this afternoon there were some very large flakes of wet snow falling at times, but I'm not sure it was ever 'heavy', and didn't settle although it did further north around Oxford.

Very heavy snowfall around Oxford mid-afternoon - the biggest flakes I have ever seen in fact. Though fortunately pretty short lived, and fairly localised, so it didn't amount to more than a couple of inches on the ground at most. The vast majority of trains continued normally, though the local roads and M40 were quite badly affected: Oxford Bus Company @OxfordBusCo 4 hours ago Due to severe traffic congestion on the M40, the following services did not/will not operate: LHR - 18:00 Oxford City to Heathrow OXF» - 19:50 Heathrow to Oxford City X90 - 18:10 Oxford City to London BPR X90 - 20:40 London BPR to Oxford City
6 hours ago We are experiencing severe traffic congestion around the city this evening. We are seeing delays of between 30 and 60 minutes on our services. Please be assured that we working hard to maintain the services under difficult circumstances. Thank you for your patience.

With the 11.20 reinstated from Oxford and due Worcester Foregate St. at 13.44 surely the 13.55 return will run and not be cancelled as shown!

GWR▸ Journeycheck is still showing it as cancelled (13:47) but National Rail Enquiries has it as running, albeit departing WOF a few minutes late. I suspect it's all very fluid until services get back to normal. [14:03 edit] Realtime Trains says its left WOF six minutes late whilst Journeycheck still has it as a cancellation!

At 16:07, it's still cancelled according to JourneyCheck, but on time approaching Slough according to RTT» . Meanwhile, Facilities on the 17:22 London Paddington to Hereford due 20:28. This is due to a fault with the signalling system earlier today. Will be formed of 5 coaches instead of 9. Last Updated:24/01/2019 16:01
