The Service Level Commitment document at https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/583951/first-great-western-service-level-commitment-2-22032015.pdf shows a start date of May 2017.  The WTT (Working Time-Table) however is not showing any significant changes beyond May with most of the current services now shown to be running until December.  Has the start of SLC2 been delayed at least until December this year?

Quite possibly with all the electrification delays. Possibly longer. I wouldn't rely any more in finding the most up to date position for the SLC (Service Level Commitment, or possibly SLC Rail (a consultancy firm), depending on context) on the web, frankly.

The higher numbered SLC documents do not supersede previous versions but cover different time periods.  The franchise agreement clearly states that SLC2 covers May 2017 to December 2018 and SLC3 for the period beyond then.  At the time the franchise was agreed a final decision on the West of England stock had not been made and so the franchise agreement needed to have both a and b options of SLC3.  Since them the new stock for the West of England was approved and so by the franchise agreement, SLC3(b) will apply from December 2018 rather than SLC3(a).  This did not however supersede SLC2 which covers a different time period.

Sorry, my mistake, however SLC2 can hardly be adhered to when things out of GWRs (Great Western Railway) control haven't happened such as the major delays in electrification. The following, taken from page 1 of the SLC2 document:

cannot possibly go ahead until large parts of electrification have occurred, effectively consigning SLC2 to the bin.
