This is due to a shortage of train drivers.

Taxis will cover Menheniot, St Germans (MyKabs Taxis) and Saltash stations (2 x Plymouth City Taxis) and will run as required to Plymouth.
Passengers from St Budeaux Victoria Road are to make their way for the next available service from St Budeaux Ferry Road.
Passengers for all other stations are to utilise XC^▸ (Cross Country Trains (franchise)) 1S43 06:30 Penzance to Glasgow Central. or wait for the next available GWR^▸ (Great Western Railway) Service.

I presume the 0928 Exeter to Penzance is the return working.    That went to the wall as well.
