Subject says it all really - "London CIV (International Convention for the transportation of Passengers) / Do railcard discounts apply?" - Fare example from brfares

Can be bought from ticket offices?   How about TVMs (Ticket Vending Machine)?   Avantix (Ticket Issuing System used on board trains)??

Railcard discounts are available on CIV (International Convention for the transportation of Passengers) fares.

They can be bought online via Raileasy (destination: London International (CIV)), and Loco2.com (destination: London St Pancras International (CIV)). Raileasy charge a booking and credit card fee. Loco2.com just a credit card fee. Pay by debit card on Loco2.com and there are no fees. Postal delivery or local TVM (Ticket Vending Machine) collection is available.

Yes to booking offices. No to TVMs.

Maybe on Avantix (Ticket Issuing System used on board trains). Ask TM(resolve)/Conductor/ATE to input LNE or 5470 in the destination field.

Proof of international travel booking/ticket is required at time of purchase if in person. This may also be requested during a ticket check on board domestic services. Email confirmation is sufficient if Eurostar tickets are being collected at St Pancras.

CIV tickets can also be purchased from Eurostar domestic travel office by phone, 01233 617913, lines open 09:00 to 17:00 Monday-Friday.
