Currently it appears to be at a stand in the Old Oak Common area. From what I can gather from Twitter accounts of people I follow who are stuck on it, it's failed with loss of air and a fitter is awaited. (RTT» (Real Time Trains - website) suggests that the 18:10 HEx is stuck behind it.) Understandably there are complaints about the temperature inside the train and @_OzBurns has posted this picture:

UPDATE: Looks like the train is now on the move again, some 65 minutes late. (and HEx tweeted that their 18:10 returned to PAD» (Paddington (London) - next trains).)

For the record the train finally reached Twyford, its first stop, 69 minutes late and will now terminate at Trowbridge.

1J93 18:05 London Paddington to Frome is at a stand unable to build air.

Update at 19:23: 1J93 is now on the move. Provisions have been made for extra water to join the service at Reading. This service will now terminate at Trowbridge and no longer call at Westbury or Frome.

Update at 19:08: Fitters are now on board. Provisions to get water to the service are currently being planned.

Update at 18:54: Fitters en route. Trains to run onto Down Relief.
