A little mischievous.. the 07:06 from Paddington currently connects into a bus which arrives in Truro at noon. Once the normal timetable resumes it will connect into a train at Exeter St David's which arrives in Truro at 12:02 - strictly speaking after noon granted however I for one would rather spend an extra two minutes on a train than change onto a bus!

(If you don't want to change trains, the 07:30 from Paddington will arrive in Truro at 12:33 once Dawlish reopens.)

...and I'm sure that if the train only had to stop at the same places as the bus (Plymouth & Bodmin) it would get to Truro quicker

The bus in question doesn't even stop at Plymouth. It goes non stop from Tiverton Parkway to Bodmin town centre then onto Bodmin Parkway and then finally Truro for 1200.

The buses may have run on time pre-Easter, but once the holiday season kicks off its a different matter. Every weekend/bank hol I hear on the news that the M5 is extremely busy, and prone to major delay accidents
