I think that 21 is the odd one out - there are no rails there.

Sort of right, 21 is my odd one out, although there are other pictures without rails in them. But I think I know what you mean.

My guess is its one of the liverpool loop ones so I'll move around and say "Lime Street"

It's Bath Green Park, which no longer features a train (or tram) service.
