The blame for the particular piece of railway equipment causing the apparently astronomic costs of electrification of the Great Western main line is revealed by the Bristol Post:

Failures in budgeting and planning for the electrification of the Great Western route through Bristol are causing long delays and soaring costs for the taxpayer.

The Committee of Public Accounts (PAC) will today raise serious concerns about Network Rail's five-year investment programme into electrification of the line.

Passengers will "pay a heavy price" because of the delays, according to the PAC.

Network Rail launched their biggest project two years ago in a bid to create faster and more reliable train travel for commuters.

So, it's all apparently due to that broken toast rack / allegedly a shopping trolley on the tracks - which readers of this topic will have noted is my own favourite image. Grin

A quick search on google (other search engines are available) reveals that this stock picture has been used in the past to illustrate just about any railway story by newspapers such as the Exeter Express & Echo, North Devon Journal, Nottingham Post, Plymouth Herald, Torquay Herald Express, West Briton and Western Morning News.

I've never understood why anyone would want to put their toast in that. It would work a lot better as a boot-scraper, surely.

SWT (South West Trains) no longer use the train type in the foreground. They all went to Gatwick Express a few years ago I think and that turbo train is in Thames Trains colours.

It's railway appears to have grown since I last passed it 5 hours ago..... I live 100 yards from the station surely I would have heard them fitting this much enlarged system in the photo?  Huh  Grin
