As I read it (but I'm a layman, so I may have it wrong)
17:03 has a problem between Castle Cary and Taunton - took six hours between the two. That was the only significant delay
19:03 left Paddington quarter of an hour late, but was the best part of an hour down by Slough. It remained about that late to Westbury, from where it was diverted via Bath and Bristol, regaining its route at Taunton but by then it was at hour and 40 minutes late (although, by now, ahead of the 17:03). A further 80 minutes of delay was added between Plymouth and Devonport - making it about 3 hours late the rest of the way to Penzance, and just an hour ahead of the 17:03
There does appear to be some sort of reporting error from Saltash on the 19:03 ...
