Louise Haigh said it was an ‘anomaly’ that the National Cycle Network was run by a charity while the government runs roads and rail.
. There has never seemed to be any problem with a charity, the RNLI, providing front line Search and Rscue facilities while MCGA and HMRC do other aspects of it.
