More importantly how can we trust Government when this happens, data security would have been part of his basic induction as an MP (Member of Parliament) let alone as a Minister.

If it was an official Laptop I suspect it was encrypted

It's an unfortunate fact that things get stolen.

It doesn't necessarily follow that the victim is untrustworthy as a consequence.

Agreed, however I know the levels of data and information security training and assessment required by the UK (United Kingdom) Government for all in "public Sector" this applies to me at the lowest level right to the highest at Government level.

He should have know better

In my view there is SOME correlation. It depends on the nature of the crime.
In this case it seems that the victim may not have been keeping a close watch on their belongings, and may therefore be partially to blame for the theft.

In contrast, being robbed with violence is largely random and little if any blame should be attached to the victim.

A proper intercity train has a minimum of 8 coaches, gangwayed throughout, with first at one end, and a full sized buffet car between first and standard.
It has space for cycles, surfboards,luggage etc.
A 5 car DMU (Diesel Multiple Unit) is not a proper inter-city train. The 5+5 and 9 car DMUs are almost as bad.
