Fuss over permissive path on MSWJR trackbed at Collingbourne Kingston

Today I walked in the Collingbourne area, crossing the MSWJR trackbed at Aughton. I was a bit puzzled that the route to the north had a sign on a gate saying that it was a permissive path but not a public right-of-way. I recognised the need to make the distinction, but the gate was very securely padlocked and a sturdy chain, also padlocked, blocked a gap through which one might have squeezed.

I've just discovered this which gives some clues.

Not uncommon with permissive rights of way. In some cases it requires minimal contact with the local council. In the case of NCN4^» round the Olympic Rowing venue, near Windsor, Eton College (the owners) just closed and put security personnel at each end. Have been similar issues elsewhere on the route between Maidenhead and Windsor.
