what a weird wording.  Does this mean that the DfT» (Department for Transport - about) hasn't bothered to ask First to take an extension?

It means due to the delays in the electrification process, GWR (Great Western Railway) will be run by First group until 2020.

It certainly seems that way. Possibly that DfT were planning to announce it at 4.30pm on 24th December, whilst the directors at First would rather that it was announced earlier as the markets tend to be a bit excitable in December, and that way they could flog a few shares at a good price to pay for their ski holidays.
