It probably didn't need an FOI▸ (Freedom of Information) to see those maps ... but perhaps an FOI request puts things into the public domain which allows onward publication of maps which were not previously copyable without complex permissions?  I am not a lawyer / this is a guess.

You know how government MPs▸ (Member of Parliament) ask tame questions to get something (completely) out in public and open.  Same things sometimes happen with FOI requests ...

I am sure I have such a map somewhere that I bought for ^2 in a vending machine on Paddington station a few years ago!
