Apparently the damaged barrier was hit by the 0925 Plymouth-Aberdeen XC▸ (Cross Country Trains (franchise)) service. Unfortunately Google Street View seems to indicate an absence of CCTV▸ (Closed Circuit Tele-Vision).

I had a quick look on YouTube. (Unless there is more than one) Hele level crossing is the automatic half barrier type - so no CCTV▸ (Closed Circuit Tele-Vision).

Indeed, Hele LC▸ (Level Crossing) is an AHB and has no CCTV▸ (Closed Circuit Tele-Vision).

Slight correction.  Its an AHBC▸ (Automatic Half Barrier Crossing).

I understand the reason the train hit the barriers was because a Waitrose Lorry struck it. The Lorry Driver correctly informed the signaller at Exeter but could not stop the train striking the barrier
