RTT» (Real Time Trains - website) showing 20:03 Plymouth also cancelled but not listed as cancelled on Journeycheck.
The 21:03 to Exeter will call additionally at Pewsey, Westbury and Castle Cary, something I think this train should be doing anyway along with Newbury. 20:03 being the last train from London for these stations is too early.

Reminded me of times past when the final train had extra calls - I recall a big evening gap to places like Avonciff and Dilton Marsh with a final call on s longer distance train which on a clock face pattern would have gone whizzing through.   Not sure how much that applies these days - is there a late train to Dockyard, Menheniot or Portsmouth Arms?

Thanks for that.   Answering my own question I have found individual extra service stops

Kings Nympton - gap from Exeter direction, 18:08 to 22:16
Menheniot - gap from Plymouth direction, 19:02 to 22:08
Shipton - just five train a day including at 23:08 from Paddington

All seem sensible ways that give people an opportunity to get home to their smaller community after a night  out.
