Network Rail has admitted the "timing is difficult" after its outgoing chief executive was included in the Queen's Birthday Honours list amid continued disruption to rail journeys.
Mark Carne has been appointed a CBE for his services to the railway industry.
One trade union leader said it was like "rewarding the captain of the Titanic for jumping ship".
Rail passengers have faced delays and cancellations since a major overhaul of rail timetables took effect on 20 May.
Chairman of Network Rail Sir Peter Hendy said: "Clearly the timing of this award is difficult given current industry issues and their effects on passengers."
But he said over his four-and-a-half years in the role Mr Carne had made a "tremendous contribution" to the UK▸ 's railways.
Since he was appointed chief executive in January 2014, Mr Carne, a former oil executive, has overseen a large investment programme, including the rebuilding of London Bridge and Birmingham New Street stations and the upgrading of signalling systems, as well as the Crossrail and Thameslink projects.
As is often the case in the public sector, failure is rewarded.
This is a little unfair, Mark Carne has put a lot of focus and effort into work force safety not only direct employed staff but also lifting the bar on contractors as well, he places a lot of emphasis on safety and performance being linked and key to how the railway operates.
It is very sad that at the end of his time as
CEO▸ all the hard work and effort put in by many many railway men and women has stumbled, the timetable failings of GTR and Northern is not just down to
NR» nor his leadership of NR.
He has also made great strives in diversity and inclusion within NR, the bring in women into the company long before the
Harvey Weinstein affair triggered the drive for equal pay and terms & conditions. He has also lead NR into a devolved business operating under one frame work, this over the coming years once
DfT» sort out their franchising of
TOCs▸ will allow NR to work closer in partnership with the TOC and not contractually at odds as the privatised railway was set up.
I am usually the first to criticise senior leaders of large businesses, personally I have a lot of respect for mark Carne, he can into the roll as NR CEO when it was a very poisoned chalice
