The Ride Cornwall Ranger has been around since at least 2009.

Ride Cornwall isn't a Council-run initiative.  Wessex Trains were the prime movers (yes, it's that long ago) and it just carried on into FGW▸ (First Great Western)/GWR▸ (Great Western Railway).  It was initially ^12 but was reduced to ^10 many years ago and has been unchanged ever since.
