The new Secretary of State for Transport is to be Justine Greening (http://en.wikipedia.org/wiki/Justine_Greening), MP for Putney, Roehampton and Southfields. Why would a new SoS mean cancelling IEP?. Haven't Hitachi already been awarded the rolling stock contract? Isn't preparatory work on the OHLE already underway?
