Title: Isle of Wight Hovercraft Fares

Not strictly FGW, but sort of related.

I was wondering if there is any reason why it is cheaper to buy Hovercraft fares as rail tickets than as actual Hovercraft tickets?

Rail ticket from Fratton to Ryde Hoverport, routed Hovertravel:
Day Single: ^8.20
Off Peak Day Return: ^10.50
Anytime Day Return: ^10.60
Open Return: ^16.40

From Hovertravel:
Day Single: ^8.50 (+30p)
Anytime Day Return: ^13.50 (+^2.90)
Open Return: ^17.00 (+60p)

The rail ticket also includes a free bus transfer from Portsmouth & Southsea to the hoverport on the hoverbus.

And by way of the "you may start, or break and resume, a journey at any intermediate station, as long as the ticket you hold is valid for the trains you want to use" rule, I'm assuming you wouldn't even need to use the rail element?

Could it just be that rail fares are regulated, and hovercraft fares aren't?
