The rule book is now modular and issued on a job specific basis to rail staff, you have absolutely no need for it, to obtain a PTS qualification, all info you need to know will be included in the course

PTS holders do not really need the full Rule Book, the Track Safety Handbook covers all that is required, it is often questionable whether a COSS & IWA need it, but does make as useful paper weight on my desk.

The blue document icon on this page:

http://www.rssb.co.uk/rgs/rulebook/selection_modules.asp (http://www.rssb.co.uk/rgs/rulebook/selection_modules.asp)

provides a matrix explaining which modules they think you need for particular roles.
