This programme was broadcast earlier on BBC Radio 4, and is well worth a listen.

As a voter with a keen interest in Transport policy, I sort of remember what would've happened if John Prescott's plan for the 21st Century would've been like, and was saddened to hear the process behind most of the pledges (apart form the London Congestion charge) being given Royal Consent.
