Being a non-driver this would not affect me in the slightest, but given that many busy stations have a limited number of parking spaces I am not convinced that such a scheme would be fair on the majority of users.
Is it beyond the capabilitity of individuals who know (or strongly suspect) they are going to be consuming significant quantities of alcohol on a particular day to leave the car at home for once and walk/bus/taxi it to the station?

While I agree with you that the responsible thing to do is to pre plan a journey where you know you are going to have a drink, but we are all human and subject to the frailties of being human, there are occasions when a group or work colleagues or friends will have an adhoc drink may be in a bar at the station or on the train it self so an amnesty for penalty charges could put the TOC's in a good PR light

At Maidenhead station (as at others) we have Ring-go as one way of paying for parking.. So if you end up having an unplanned drink, and you've paid with Ring-go, you just phone their number again and are offered the chance to extend your parking for another day.. brilliant  :)

Assming you are sober enough to remember to do it or remember before you get past the point where its an issue!
