"some problems"  - presumably that means sales of morning peak tickets from Cumbria have fallen off a cliff since the start of the year.

If deflation occurs, will we see fare decreases above the rate of deflation?

No, they will still be capped at inflation plus 1% so they will be below the rate of deflation.
