Title: connections - who decides what is valid and what is not

Trains on the Arriva manchester-south wales route regularly have 4-5 minute connections at newport

The first FGW evening peak hereford CAN connect with 5 minutes to a north bound arriva service but it doesnt - the official connection s 35 minutes - 9 times out of ten with the padding you make it but if you're 1-2 minutes late, there is no chance of making the connection - same as at newport

why the difference?
