That strikes me as a eurphamism (hope I spelled that right) in the headline not telling us what's going on, but following text suggesting to me that someone has been hit by a train, and possibly not (as far as that person is concerned) accidentally. And that the situation is / was upsetting in the public view. Headline - help is always available, 24 x 7 ... All the blue light services around. And reported to me within the close community by someone who lost his partner of 62 years just a fw months back and now finds himself at a loose end.
