That strikes me as a eurphamism (hope I spelled that right) in the headline not telling us what's going on, but following text suggesting to me that someone has been hit by a train, and possibly not (as far as that person is concerned) accidentally.  And that the situation is / was upsetting in the public view.

This comes close to home ... one of our neighbour's neighbours (so a couple of houses away from us) apparently poured petrol on himself in his garden shed the other day, and set himself alight.  All the blue light services around.  And reported to me within the close community by someone who lost his partner of 62 years just a fw months back and now finds himself at a loose end.
