It's not so much the capital - more the business (case and implementing it) and running costs and commitment. We settled for Melksham, but the Portsmouth Arms just could have got a look in. I expect that FGW and GWR may have found a request or two for a few more trains to stop, and a noticeable number of exotic tickets being sold.
