IIRC, Sheffield City Council considered the station footbridge as a public right of way, and it's too narrow to safely partition. I assume the unspoken deal was that it would all be fixed when the HS2 magic money tree paid to rebuild Sheffield station, along with realising the council's dreams of moving the tram line to the west of the station (where it should have been all along), and the A61 to the east. The only thing Parliament will agree is something needs to be done.
