Probably by contractors for Network Rail - references in the page I linked to were to the audit of upkeep of stations operated by GWR, and to the lack of a regular timetable provided by GWR. There IS an A to Z which is probably most useful bearing in mind the variety of connections offered, but no Z to A where people can look up how to get back home again!
