It is a vision of how the rail network around the Greater Bristol area should look. I have posted it for discussion here rather the Bristol Commuters (WECA) thread because the report and recommendations have relevance more distantly, including Gloucestershire, Wiltshire, Somerset, Devon, Dorset and South Wales too name but a few.

Maybe I should have said that sooner.) The whole document makes for very interesting reading. How much ever comes to pass, and when, are moot points.
