Agreed, however I know the levels of data and information security training and assessment required by the UK Government for all in "public Sector" this applies to me at the lowest level right to the highest at Government level. In my view there is SOME correlation. It depends on the nature of the crime. In this case it seems that the victim may not have been keeping a close watch on their belongings, and may therefore be partially to blame for the theft. In contrast, being robbed with violence is largely random and little if any blame should be attached to the victim.
