Does this fall under some central location such as didcot ?

I would suspect that it is worked from Marylebone North Panel.

The answer to that may be a moving target - the signalling on the first stretch of East-West Rail was commissioned last month with related changes to the line through the crossing (Bicester, London Road). But last year it was listed as CCTV locally monitored, meaning the question becomes where is the local signaller?

When Oxford was resignalled in 2018 and control transferred to Didcot the limit was Wolvercote Tunnel, so Bicester was by implication controlled from Marylebone (which may not sound "local", but that's just the terminology). So, unless that's been changed since, which does not seem likely, it's going to still be "Marylebone IECC North workstation".

Indeed it is.  Well, the equivalent of it anyway.  Marylebone IECC.

There was a huge power outage in the IECC yesterday completely ruining the Chiltern service from late morning with some trains stuck for over FOUR hours, so is that why you’re asking?  

Surprised nobody on here mentioned that incident.  Perhaps because it’s Chiltern?

Apparently the London Road level crossing in Bicester was affected by IECC power outage.

The red lights were flashing for a couple of hours with the barriers in the raised position. London Road was closed for several hours.
