Was he trying to cycle along the top of the wall in the picture? It has a round top?

Perhaps. Or perhaps he fell against the wall and went over the top of it; it doesn't look incredibly high. Or perhaps he had stopped and was sitting on the wall eating a sandwich? Or had decided to climb one of the ornate lampposts? Or had actually gone for a swim and got into trouble? We're not even told whether his bike was still on land or in the sand, so no way of knowing.
