Title: Overengineered for a cycle and foot crossing??

Image from Highways England ... a bridge that is heavily overengineered at present carrying just walkers and cyclists (I wonder how many are using it each day?) over the M49.   Now ... if there were a railway and station within a mile or so on the main line from London to South Wales, would this not make a marvellous Park and Ride?
