Title: More improvements to North Cotswold Line???

I was puzzled by seeing a reference to an agreement with the DfT in 2016 for further improvements to the North Cotswold Line. This was on a timeline of significant events in the history of the GWR (old, new and in-between) at the ticket entrance tent at SPM today.

Does anyone know what this refers to?

Could well be ChrisB, but curious that it was definitive about an agreement having been reached with the DfT...
