They did, under TPE, but as of this week these services have transferred to Northern, so presumably they don't any more. So it should be "Barrow services will be operated using 100mph trains again, but for now, not so much". Edit note: Quote marks fixed, for clarity. CfN. So yes, they are bragging about replacing 100mph capable trains with other 100mph capable train, which probably won't be able to travel at 100mph anyway.
