Government had already commited to rises of no more than RPI for this parliament. July's RPI figure was used, and that was 1%.

Yes, I would agree that any TOC choosing not to use the full 1% is possibly crackers, but still....and what about any unregulated fares? Presumably they'll be announced as well.
